1. God wants to pour out the Holy Spirit on all people through Christ. (Num 11:29)
    Joel 2:28, Acts 2:1-4, Acts 5:31-32

When the Holy Spirit came upon the 70 elders in the Old Testament, Joshua was jealous of this. Then Moses told Joshua that God wanted to pour out the Holy Spirit on all the people of Israel. (Numbers 11:29)

Numbers 11:29 And Moses said unto him, Enviest thou for my sake? would God that all the Lord’S people were prophets, and that the Lord would put his spirit upon them!

In the Old Testament, it was foretold that God would pour out the Holy Spirit on those who know that He is the true God. (Joel 2:28)

Joel 2:28 And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions:

The Holy Spirit prophesied in the Old Testament came upon those who believed in Jesus as the Christ. (Acts 2:1-4)

Acts 2:1 And when the day of Pentecost was fully come, they were all with one accord in one place.
2 And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting.
3 And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.
4 And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.

To believe in Jesus as the Christ is to obey God. The Holy Spirit came upon those who believed in Jesus as the Christ. (Acts 5:30-32)

Acts 5:30 The God of our fathers raised up Jesus, whom ye slew and hanged on a tree.
31 Him hath God exalted with his right hand to be a Prince and a Saviour, for to give repentance to Israel, and forgiveness of sins.
32 And we are his witnesses of these things; and so is also the Holy Ghost, whom God hath given to them that obey him.
